Siebel Servers Login Failed When Accessing Via Server Management In UI

After upgrading Siebel version from Siebel 184.108.40.206 to 220.127.116.11 and we noticed this problem:
* Siebel Server(s) shows Login Failed State when navigating to Administration - Server Management screen in Siebel UI.
* Error when you click on the Siebel Server (in UI): SBL-SCL-00131: Either the RC2 or the AES cryptography engine is not initialized.
* Can successfully login to server(s) when using the server manager via command line. Able to list servers and components
