User key error when sending similar incoming data for the 'UCM HE Constituent Address' Integration Component (Doc ID 1506298.1)

ISSUE STATEMENT:
----------------

Customer is using UCM with ACR475A + ACR475B implementation. They are testing inbound web service PersonService createPerson method.

When they send a 1st request to create a brand new contact with 2 addresses in the UCMHEConstituentAddress IC, the contact & both addresses are created into UCM successfully.

When they send a 2nd request to update the existing contact with similar addresses, the transaction failed with error:

ObjMgrLog Error 1 0000000650a1230c:0 2012-11-12 13:11:41 (adptutils.cpp (6002)) SBL-EAI-04381: For instance of Integration Component 'UCM HE Constituent Address', using user key '[HE Address Type] = "Home" AND [City] = "ATLANTA" AND [Postal Code] = "30068" AND [State] = "GA" AND [Street Address] = "2250 RIVERSIDE DR"', a record with identical values already exists in the Siebel database.
Please ensure that the field values in the input message are unique.

STEPS TO REPRODUCE:

The behaviour occurs as follows:

1. Send in a contact with 2 addresses:

                     <swip:HEAddressType>Business</swip:HEAddressType>

                     <swip:State>CA</swip:State>
                     <swip:StreetAddress>2250 RIVERSIDE DR</swip:StreetAddress>
                  </swip:UCMHEConstituentAddress>
                  <swip:UCMHEConstituentAddress IsPrimaryMVG="N" operation="Update">
                     <swip:City>SAN MATEO</swip:City>
                     <swip:Country>USA</swip:Country>
                     <swip:HEAddressType>Home</swip:HEAddressType>
                     <swip:PostalCode>77123</swip:PostalCode>
                     <swip:State>CA</swip:State>
                     <swip:StreetAddress>2250 RIVERSIDE DR</swip:StreetAddress>
                  </swip:UCMHEConstituentAddress> 

This one is created successfully.

2. Send in same contact with slightly different addresses:

This one generates a user key error.

ERROR MESSAGE:

The error message that occurs with this issue is:
