How To Make Preventive Maintenance Engine Multilingual (Doc ID 1506834.1)

The customer is using the Siebel Preventive Maintenance Engine to generate Service Requests and Activities. The issue he is facing is that the Siebel Preventive Maintenance Engine works only for user with ENU language but does not work for any other language. He has a multilingual application which has the following variants:
1) English GUI with LOVs in local languages
2) Local Language GUI with LOVs in local language

The customer read the following document on Support Web with regards to making the Siebel Preventive Maintenance Engine multilingual enabled:
"Configuring Siebel Non-Object Manager Field Service Components To Work With Multilingual Lists of Values for Global Deployment (Doc ID 476429.1)"

This document reference is pretty old Siebel version 7.0.4 and hence the customer wanted the answers for the following questions:
1) Could Oracle/Siebel Technical Support confirm if the suggestion mentioned on the document "Doc ID 476429.1" still holds for his current Siebel version SIA [21238]?

2) Could Oracle/Siebel Technical Support provide the List of Values that must be made multilingual for the Preventive Maintenance Engine to work in the multilingual environment that the customer has?
