Siebel Database Configuration Wizard Fails To Detect Tablespaces With C103 Error

Information in this document applies to any platform.
When attempting to configure the Siebel Database, the following error occurs.
"C103: The table\\index space xxx entered does not exist in your database. Please ensure you enter the correct table\\index space"
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. The Siebel database is an Oracle Database Server.
2. Launch the Siebel Database configuration wizard.
3. Configuration fails and configuration wizard log file shows the C103 error.
