"java.lang.NullPointerException" Error When Using Text Template In Siebel Email Campaigns

Symptoms
In Siebel Email Marketing 2020, when attempting to Launch an Email Campaign, the following error occurs:
Error invoking service 'Mktg List Export Service', method 'SendEmail' at step 'Send Email'.(SBL-BPR-00162) - Operation 'createMailing' of Web Service 'urn:xml-send-mailing.SendMailingService' at port 'SendMailing' failed with the following explanation: "java.lang.NullPointerException".(SBL-EAI-04308)
The issue can be reproduced at will with the following steps:
1. Create a campaign record and associate a an offer and treatment to the campaign.
2. At the treatment level save the template as Save as Text Template
3. Load and launch the campaign.
