After following the steps on the "Siebel Maintenance Release Guide Version 8.1.1.9, Rev. A December 2012 > Instructions for ACR 801: Siebel Open UI Enhancements

> Configuration Instructions for Siebel Open UI", Siebel 8.1.1.9 Open UI is not enabled on the Web Client.
