Getting Error While Upgrading Bundle Promotion (Doc ID 1527820.1)

Symptoms

Issue:

1.Create a 4 Promotions Promotion1,Promotion2,Promotion3,Promotion4
2. You can upgrade Promotion1 to Promotion3 and Promotion2 to Promotion4
3. Create 2 assets fro Promotion1 and Promotion2 for Account: ABC
4. go to Account ABC, select Promotion1: and select Upgrade Promotion and select Promotion3
5. go back to Account ABC, select Promotion2 and select Upgrade Promotion and select Promotion4

you get below error"

[1] Error invoking service 'ISS Promotion Management Service', method 'ApplyPromotion' to 'step' Apply New Promotion '. (SBL-BPR-00162)
[2] The values of 'Line Number' already exists.

If you wish to enter a new record, verify that the field values are unique. (SBL-DAT-00382)

Note: This Error doesnot happen if Active quote feature is not being used. i.e. in case we do bundle promotion upgrade seperately.
