Setup.bat doesn't run correctly when installing Siebel Patch fix pack

On : 8.1.1.x version, Installation

In some environments, when attempting to install Siebel fix pack to an existing Siebel Enterprise Server environment, setup.bat opens a DOS window which then disappears very quickly without continuing the installation.

The installer should proceed and launch the Oracle Universal Installer window.

The issue can be reproduced at will on the affected server with the following steps:
1. Run setup.bat from the Command Prompt or from Windows Explorer.
2. You will see the DOS window disappear quickly without launching the Oracle Universal Installer window.

The issue has the following business impact:
Due to this issue, it is not possible to install Siebel fix pack on the affected servers.
