Full Install for Siebel and later may not start up, when the target machine used to have older version of Siebel. (Doc ID 1533775.1)

Siebel Fix Pack and later provides a capability to create "Full Install Image" using Siebel base version ( for Siebel Enterprise Server and Siebel Web Server Extension.

Unlike the installer for older version, it runs with Oracle Universal Installer (OUI).


When it is started with setup.bat under "Siebel_Install_Imagae\\Windows\Server\Siebel_Enterprise_Server\Disk1\install" folder (for Siebel Enterprise Server in this case), a command window opens for a while, close automatically then the installer GUI  (Welcome) should appear. However, it may show nothing after the command window is closed, while javaw.exe launched by the installer is still running.


As there are various reasons for this behavior, run "setup.bat -debug' so that the separate command window shows more detailed information. Many times there are explicit errors for further troubleshooting.


In rare occasion, even this command window does not show any apparent error, and the last part may look like this.

Patch Version in Load VPD:


Usually "Creating Welcome Panel" message follows the "Patch Version in Load VPD" information, but this command window stays there without any more information.


The same behavior may occur when Siebel is installed on top of Siebel or .9 installation.
