Siebel file access issues with 'EAI File Transport' method 'Send' and other file access functionalities (Doc ID 1535042.1)

ISSUE STATEMENT:
----------------

Customer has a functionality implemented as follows:

When user clicks on 'Commit' button on the Activity -Parts Tracker-, the transaction calls the outbound WF. The outbound workflow has a step which invokes 'EAI File Transport', method 'Send' to create a log file.

Occassionally, (intermittently and randomly), this call generates the following error:

Error invoking service 'EAI File Transport', method 'Send' at step 'Log Error'.(SBL-BPR-00162)--
Unable to open file '\\<HOSTNAME>\iriterrorlog\20120924_Error.log'(SBL-EAI-04224)

Additionally, they also see other file access related functionality within the Siebel application, such as:

1. user preferences file issue sporadically not loading

2. user can't export data from UI list applet

3. Siebel log files not written to

4. the EAI File Transport isue

5. swt error with swt file loading


BEHAVIOR PATTERN:

The behavior is intermittent, it occurs randomly. There is no specific pattern to when it occurs or to which particular type of data it occurs on.
