Self Service e-Support Application with load balancer - Web Browser hang

The Siebel Self-Service (e-Support) Application Users are facing Latency while navigating to some view (e.g. associating an attachment to the Service Request).
Web Browser is getting locking up for long time so user often has to to close.
The issue is intermittent but is not load dependant.
The delay in response of the Oracle HTTP Server (OHS) 10.1.3.3 of the OC4J instance that hosts the Self Service application shows unexpected 300+ seconds delay in the "access.log"
The time was spend to parse improperly formed HTTP requests (the "POST <URL>" command appears AFTER the HTTP POST payload (url-encoded form).
There was a 3rd party load balancer between the Web Browser and the OHS (two instances).
