Outbound Request keeps send the same email every 15 minutes

Some emails are send again and again every 15 minutes. The email is sent by a Siebel Outbound Requests, that can be observer in Site Map>Administration - Communications>All Outbound Requests. The status of the Outbond Request is set to Imcomplete and the Status message is "Sent 0 out of 1 messages (-1.#IO) seconds"
The recipient also confirms that is receiving the same email message from Siebel every 15 minutes in a interval of 24 hours.
It was observed also that the same Outbound Requests was creating new Jobs (Site Map>Administration - Server Management>Jobs) every 15 minutes for the same Outbound Request ID.
