Siebel Tools Does Not Start Up after patching from

After patching our German Siebel installation with the latest version we cannot start the Tools application any more. In Tools we have ENU and DEU language packages installed because of the workflow simulator always using the ENU version. Everything else is pure DEU. Nothing pops up. Also tried /iPackmode switch. But same result: the application remains silent. We can only see an entry in the Windows application log:

Application popup: siebdev.exe - Application Error : The application was unable to start correctly (0xc000007b). Click OK to close the application.

Actually there is no popup. Just simply nothing.
