SBL-DAT-00403 and SBL-DAT-60236 Error Messages when Editing the Query Date Time field in Open UI (Doc ID 1544749.1)

In Open UI applications, an error message raise when editing the DateTime field in a Query.
The issue can be reproduced with the following steps:
1. Login to application.
2. Navigate to Activity List;
3. Click Query button and in planned start date field select the date and time from calendar as , 3/4/2013 10:17 PM; When user selects from calendar it will select as AM (there is no option for changing AM ,PM) so manually edit the AM to PM;
4. Now click on Go button
Observe that , extra quotes getting added and error will be thrown:

[1]The query could not be run because there is an invalid character in the
field 'Planned Start'.  Please ensure that the value in the field is
formatted correctly with only valid characters.
Missing quotes around the search criteria or unnecessary punctuation will
often cause an error.(SBL-DAT-00403)
[2]Expression does not match any Siebel query language grammar rules.
Unexpected token 'EOF' found at or near location 2.(SBL-DAT-60236)
