Symptoms
When attempting to lunch the Siebel Database wizard in Solaris platform, the following error occurs.

ld.so.1: java: fatal: relocation error: file /usr/openwin/lib/locale/common/xlibi18n.so.2: symbol _XlcAddUtf8Converters: referenced symbol not found

Steps to Reproduce
The issue can be reproduced with the following steps:
1. Resource the dbenv.sh or siebenv.sh scripts.
2. Go to /config directory.
3. Execute the below command:
./config.sh -mode dbsrvr
4. It fails with below errors:
ld.so.1: java: fatal: relocation error: file /usr/openwin/lib/locale/common/xlibi18n.so.2: symbol _XlcAddUtf8Converters: referenced symbol not found
