Incorrect Order Created when Workflow 'ISS Promotion WS-Upgrade Promotion-Order' is Launched from Web Service (Doc ID 1555018.1)

Symptoms

When the Upgrade Promotion process is invoked using workflow 'ISS Promotion WS-Upgrade Promotion-Order' and it is launched from a custom tool i.e invoked from applet server script the upgrade order is created with correct structure. This runs on eMediaObjMgr component.

Invoking the same workflow through web service, using vanilla 'PromotionWebService' and also a custom one the structure of order is incorrect. It does not contain old assets with action 'Delete'. In this case workflow runs on EAIObjMgr component.
