Changing The System Date On A Web Client Impacts The Application (Doc ID 1561450.1)

Symptoms

Customer mentioned that they faced following issue after patching the 8.1.1.5 application to 8.1.1.9 and turning on Open UI mode. Also mentioned that the normal use of the application for users with a remote client with different local date settings is giving issues as follows:

The Siebel Web Client (dedicated) is using the system date settings to display the dates. This is equal within the High Interactivity Mode as well as Open UI Mode. However changing the system date to a non-english date format i.e. yyyy-mm-dd triggers some strange behavior within the Open UI mode that is not present in the High Interactivity Mode.

REPLICATION STEPS:
==================
1. Login to Siebel Application via web-dedicated client and connect to the local database with OpenUI enabled.
2. The date settings within the client are yyyy-mm-dd.
3. Change the system date to a non-english date format i.e. yyyy-mm-dd.
4. The following issues will occur within Open UI mode that do not occur within ActiveX mode when the date settings are yyyy-mm-dd within the client:
5. Drilling down on records with date fields, i.e.:
a. Drilldown on an asset from the Account - Assets view for a newly created asset will give the error:
"Wrong field values or value types detected in field Registration Date. Please re-enter your field values. If you need additional assistance, please refer to the documentation.(SBL-UIF-00299)"
b. Drilling down on an activity: "Wrong field values or value types detected in field End Date. Please re-enter your field values. If you need additional assistance, please refer to the documentation.(SBL-UIF-00299)"
6. The fields Start Date and End Date in the Template Agreements - Line Items view are shown in the correct date format, however stepping into these fields results in an error
"Wrong field values or value types detected in field End Date. Please re-enter your field values. If you need additional assistance, please refer to the documentation.(SBL-UIF-00299)
The value 31/12/2013 cannot be converted to a date time value.(SBL-DAT-00359)"
7. The buttons Print Agreement and Submit in the General Agreement Form Applet is giving an error when pressed upon.
8. Selecting Order Date or Delivery Date on a Sales Order ends up in an error.
9. You will notice that the checkbox are not checked any more for the previous records where they were checked.

Due to the issue the user is not able to use the Siebel application in OpenUI mode after changing the system date to a non-english date format.
