Siebel 8.1.x Web Server Performance Issue - CTI, SISNEPI Erors Thrown (Doc ID 1562801.1)

Siebel CTI - Version 8.1.1.3 SIA[21219] and later

Users were getting an hour glass performing CTI operations.

Symptoms

Performance issue , thread count is increasing on the Object Manager side.

Errors in the logs:

swse log:  multiple errors like these, starting to appear intermittently every few hours during heavy loads:
