SetInstance Fails Depending On eProdCfgAutoMatchInstance and Promotion Automatch Parameter Settings

The customer had created a batch process for carrying out Promotion upgrades via a workflow. A modification order was created to disconnect the old promotion and then the promotion upgrade executed by invoking method 'ApplyExternalPromotionUpgrades' on business service 'ISS Promotion Management Service'.
After this product configurator was called to address any conflicts between new promotion and components in product. When calling method 'SetInstance' on business service 'Remote Complex Object Instance Service' the following error occured:
There is a conflict with your last request. Please click the Undo button to undo your last request. For a detailed explanation of this conflict, please click the Explanation button.
If the product is configured in the UI, product configurator also recognizes the conflict but you also have an option to proceed.
