Billing Account Information not Imported from XML Template To Bulk Request Action Set

Having problems with creating Bulk Request Action Set via Import XML functionality. The problem is that Billing Account information is not transferred from XML template to the Bulk Request Action Set. The Action Set record is created without Billing Account information even though valid Billing Account is specified in XML template.
