More WfProcMgr Transactions Get Processed By 1 Server Than Other 3 Servers (Doc ID 1566166.1)

Symptoms

There are four Siebel Servers where WfProcMgr component is enabled, but in one of them this is to "manual start" mode.

It is possible to observe that SRBroker is normally forwarding the requests to WfProcMgr component, but the requests are not getting properly distributed/balanced as one of the servers that has WfProcMgr as running takes most of the load.

At times this behavior causes slowness on the server taking most of the load  and resource consumption peaks on this server.
