Incorrect Mapping When Using List Import

When the import file has a 'header row' AND the first data row in the import file has a blank value in the last column, the data in the final column does not get loaded for any of the records in the list.

In addition, Data Mapping is corrupted.

When the first row in the file has a non-null value in the final column, the mapping is correct and everything works fine.

It is expected that ALL data is imported even if last column in first row is empty.

The issue can be reproduced at will with the following steps:
1. Create an Import Mapping
2. Use "Page #" as last column
3. In the Import File, leave "Page #", in the last column, empty only for the first row
4. Import
5. Data will be imported. However, no Page# will be imported at all.

The issue has the following business impact:
Due to this issue, users cannot have the correct data imported.
