Unable to Login to Siebel application after downgrading to IE8 from automatic upgrade of IE9 (Doc ID 1566539.1)

A user's Internet Explorer 8 (IE 8) got automatically upgraded to IE 9, which was causing a lot of issues. Then the user downgraded to IE 8, but was unable to log in due to the fact that High Interactivity was not getting downloaded. User changed the IE setting, the trusted site setting and also deleted the old High Interactivity files but they did not help.
