How to run reports with XMLP_SIEBEL_GUEST responsibility (Doc ID 1568068.1)

Goal

Using BI Publisher with Siebel Security Model if the user only has the responsibility "XMLP_SIEBEL_GUEST" users cannot run the report.  However if they have XML_ADMIN they can.
