On : Siebel 8.2.2.3 SIA version, Siebel Marketing
ACTUAL BEHAVIOR

The following error message "SBL-OMS-00107: Object manager error: ([1] Error getting XML from file '/tcvor2/siebel/82/siebsrvr/temp/1-1BT19151447.xml' " is generated when completed survey forms are submitted

Response Record are suppose to be created.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a url for the survey landing site
2. navigate to the landing page
3. complete the survey and submit it
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot associate surveys to a particular campaign
