HTML Email Template with template item message body does not render properly on some email clients.

Customer is send email using F9 and also Outbound Communication Requests with a particular Email Template that has only a single Template Item with a HTML file that will be used as Template Body.
The email is successfully sent by Siebel, but depends on the email client used by the recipient the email is NOT render properly. For example in Hotmail Web Client it show up properly, but not in Outlook or Gmail Web Client. Some background images is not in the right position and in Gmail some characters show the acsii code
The issue can be reproduced at will with the following steps:
1. Create a Email Template with a single Template Item using a html file with background images and links.
2. Send the email using F9 or example
3. Receive the email on Gmail or Outlook it will not show properly
The behavior only happens for a single Email Template. The template item HTML file was edited in Notepad++ and has several background images and other picture references by URL links.
