Email Response Creating Duplicate Activity Records For Inbound Emails With Invalid Attachment File Name

Customer want to know how to use InvalidAttachmentFileNameCharacters Business Services User property as described in Bookshelf>Siebel Email Administration Guide > Configuring User Interface Elements > Configuring Invalid Characters or Symbols in Email Attachment Names to avoid inbound email with invalid characters in the attachment file name causing the CommInboundRcvr (CIR) component to process the same inbound email again and again every 5 minutes do error when creating the inbound email activity attachment record.
In this particular customer case, sometimes Communications Inbound Receiver try to process a inbound email message with a tab character in the email attachment file name. This cause errors: SBL-BPR-00162 and SBL-CMI-00118 and SBL-SVC-00190 during the Email Response workflows execution generating a .error file in Siebel Server Root Folder/BIN/queued/<response group name> that is reprocessed every 5 minutes.
As the error occurs after the email inbound activity record is created, it keep creating duplicate Email - Inbound activity records without the corresponding inbound email attachment file.
Customer tried to configure the InvalidAttachmentFileNameCharacters Business Services User property, but it is not working and Siebel Email Response keep failing when a inbound email message has an attachment file with name using invalid characters.
