When Submit large Outbound Requests for thousands of recipient it fails and remains in status Imcomplete.

When attempting to send Outbound Request for thousand of recipient the outbound request fails and remains in status Incomplete. We can see it stop sending ad some point of the list of recipient, like 959 out ot 2767 or even less like couple of 100.
The following error occurs in CommOutboundMgr log files:
EMR_Log GenericError 1 0000011051ec0f40:0 2013-07-23 18:30:46 Error writing to specified file.
Once this error occurs it send a couple of more emails and then stops.
Customer also observer high Disk usage on the Siebel Server running the CommOutbondMgr component at the time the Outbound Request is running.
The Siebel File system is running on another machine where the Siebel Gateway is located, there is not report of high Disk usage on the Siebel File System machine.
This was working fine until a couple of weeks ago and there was no changes on the Siebel Environment recently.
The issue can be reproduced at will with the following steps:
1. Create an Outbound Request with thousand of records
2. Submit the Outbound Request
3. Outbound Request failed and got to Incomplete status and just send email a couple of recipients.
