'Action Interval' Parameter seems to be not working for Workflow Monitoring Agent component on Group Name = Assignment Group.

We have action interval parameter set at the default 3600 (seconds) which is 1 hour.

WorkMon task has 'Action Interval' = 3600 (seconds, which is equivalent to 1 hour), the assignment happens whenever the record is updated. For example, for the same activity record, it is assigned at 2013-07-11 23:00:34 and 2 minutes later it is assigned again when it is updated at 2013-07-11 23:02:39. Nothing is logged in S_ESCL_LOG for assignment action executed for the assignment policy.

As per the documentation in Siebel Assignment Manager Administration Guide

Table 51. Workflow Monitor Agent Parameters

Parameter Name: Action Interval
Alias: ActionInterval
Description: Do not reexecute actions within specified interval in minutes
Default Value: 3600

It clearly says WorkMon won't take any action for duplicate entries to S_ESCL_REQ table, but in our case we have record violated for multiple times within 1 hour and the WorkMon assigns each entry which causes performance issue in production.
