Cannot Import Internal Divisions With ADM When Multiple Divisions Share Addresses (Doc ID 1583874.1)

Symptoms

When attempting to import Internal Divisions of which some share the same address the following error occurs:

Cannot import internal divisions with ADM when more than one division shares the same address
For instance of Integration Component 'Internal Division_Business Address', using user key '[Address Name] = "PO BOX 1170, Eagle Creek, RI"', a record with identical values already exists in the Siebel database. Please ensure that the field values in the input message are unique.(SBL-EAI-04381)

The issue can be reproduced in one ADM environment, here are the reproducible steps:

1. create 2 new internal divisions in Site Map > Administration - Group >
Internal Division, enter the same address for the 2 divisions:
Address: 456
City: Pleasanton
State: CA

2. Create an ADM project in Site Map > Application Deployment Manager >
Deployment Projects, check 'Export to File'.
Data Type = Internal Division
Mode = Synchronize
Filter = [Name] = 'Division1' or [Name] = 'Division2'

3. Click on Validate to validate the filter.

4. Enable the Deployment Project

5. Create a Deployment Session to export the data. It should export the 2
divisions in a .xml file.

6. Change the 2 internal division in step 1 to have a different address:
Address: 123
City: Pleasanton
State: CA

7. Import the data using the .xml file from step 5. In Site Map >
Application Deployment Manager > Deployment Sessions, choose Menu > 'Deploy
from Local File', It will fail with the error:
