Siebel Bulk Order crash and stop processing requests (Doc ID 1587199.1)

Symptoms

On : 8.1.1.5 SIA version, Siebel eCommunications 

When attempting to generate a Bulk Request to modify a Service Id, the application crashes and the Bulk Request stays in 'Processing' status ever..

STEPS
-----------------------
The issue can be reproduced at customer Environment with the following steps:

- Create one CP with the rule=> "PROD 1" requires "PROD A"
- Create an asset with "PROD 1" and "PROD A"
- Create a BR (modify "Service Id") with one action to remove "PROD A"
- The BR remains with status "Processing" and the workflow process crashes in BatchValidate step.
