Delay in displaying Report Notifications in Open UI mode

Siebel 184.108.40.206 Open UI is implemented.
In Administration Server - Configuration > Enterprises > Component Definition: Application Message Bar Flag = User Enabled.
In Tools > User Preferences > Message Broadcasting > Update Interval = 120 secs
With this setting it is observed that the time taken for broadcasting the report generated notification is long.
1) Kindly point us in the right direction to reduce the time lag. Why is this delay coming? Are there any additional settings so thatnotification is generated as soon as the report is generated?
2) On setting Message Bar Update interval to 5 sec, the report notifications are getting generated within the time limit set ( no time lag). But the system becomes unusable (system gets hanged) because of the sql query that gets fired every 5 Seconds.
So please let me know if the sql query being fired (and hence impacting the system) is the expected behaviour ?
And if it is the expected behaviour then how can we perform our task if the system is in hanged state ?
