SWE Command GotoView Not Working With 8.1.1.10 - Error "The server you are trying to access is either busy or experiencing difficulties..." (Doc ID 1588175.1)

Symptoms

We have upgraded our Siebel application from 8.1.1.7 to 8.1.1.10 and after that all links into Siebel that are using SWE Command GotoView stopped working.

Example of URL link:
SERVER/start.swe?SWECmd=GotoView&ViewName=All Account List View

After submitting the URL link into browser address bar, the application returns error message "The server you are trying to access is busy or...".

The problem is reproducible on both SSO and DB authentization object managers and also on Vanilla with DB authentication.

NOTE: Currently you are not using the OpenUI client but only the HI (High Interactivity) client.
