CTD Cannot Find Bundle For Locale <> ENU When Clicking Forward-To-Friend With EMS 626 (Doc ID 1588623.1)

Symptoms

On :  8.1.1.3 SIA[21219] version, when testing the latest Email Marketing Server patch EMS 626 (patch ID: 17088182) with Siebel 8.1.1.3 (QF03BV, QF0336) (FIN language), Forward to Friend response form does not work.
Problem appears when the email offer locale name is  "fi_FI" ("Finnish - Finnish" or "suomi - Suomi").
The problem does not appear with American English,.
With Finnish the F2F link in the received email shows an error page with JSP stacktrace.
