SSEP Encryption Not Working After Upgrading To Siebel 8118

After installing Siebel Fix Pack 18.104.22.168 updating encrypted data in the Siebel application fails with an error.
Internal: AES Decrypt function failed with error 524
Decrypt failed with 4522119. Internal: decryption failed.
SBL-SVC-00281: Internal: error occurred during password decryption.
1. Create new Account.
2. Navigate to Account Password View by drill down on the Account Name and click on custom “Change Password” button
3. Click on “Change Password” button, it opens the popup applet, which allows user to enter Password. After that user need to click on “Change” button.
4. After clicking on change button user is receiving the error above
5. After clicking “OK” button, a custom popup message stating "Password Changed" is displayed but new password is not stored in the database.
