After upgrade to Siebel 8.1.x Outbound Automatic Email Notification Not Getting Sent, records are stuck in s_escl_req table (Doc ID 1592264.1)

Symptoms

When a new service request is created and the status is changed to 'Notified', automatically an email notification should be  sent to the designated email address.
No  emails are getting generated.
The requests are going to s_escl_req table , however the CommOutbound Manager component is still not firing.
