CTI Toolbar fail to start when using JRE 7, unable to download CTI Toolbar java applets.

When attempting to login with a Siebel CTI user on a machine with Sun JRE 1.7.0_15 the Siebel CTI Toolbar does not load. Inspecting the Java Console log files we can see the following error:
But if the user uses JRE 1.6.0_14 is works fine.
The issue can be reproduced at will with the following steps:
1. Configure a Siebel CTI user
2. Install Sun JRE 1.7.0_15 on the client
3. Try to login the Siebel CTI user, the CTI Toolbar does not appear.
Installing latest JRE 1.7.0 builds does not change the behavior, the problem persists.
