8.2.2.4 Upgrep Failed "Unable to open file 'd:\sba82\sqltempl\comdb43.sql" (Doc ID 1596406.1)

Symptoms

Upgrade from 8.0.0.11 to 8.2.2.4 SIA

When attempting to run upgrep ,
the following error occurs.

ERROR

STEPS

The issue can be reproduced at will with the following steps:
1. run upgrep from 8.2.2.4
2. error appear in the log file


Another symptom is that the two buttons (for OK and Cancel)  at the Upgrade Wizard screen that shows the steps being performed, display with no labels on them.
