Missing Email Templates in F9 Send Mail functionality

Email templates are not visible in F9 Send Mail funtionality.

After upgrading Siebel application, we observed that Email Templates were not getting displayed in the Send Mail window invoked from F9 functionality.

Users should be able to select available templates from the drop down box in the Body field in Send Mail window.

1. Create Simple email template in All Templates under Administration - Communications screens.
2. Test F9 Send Mail functionality using Siebel Native Mail client.
3. In the Send Mail window, there were no available templates displayed for email body.

The issue has the following business impact:
Due to this issue, users cannot use email templates with outbound emails invoked from F9 Send Mail command.
