JRE 7: When Changing The Active Workitem In The CTI Toolbar Command WorkItemList Is Not Triggered (Doc ID 1599036.1)

Symptoms

When changing the active Workitem in the CTI toolbar the Command WorkItemList is not always triggered, it takes around 3 changes on the Combo Box selection to trigger the event.
This is noticed with version 1.7_25 of java.
