Deleting Skills from an Employee in Siebel CRM causes Breaks to to be Deleted and Recreated in the ORS

Information in this document applies to any platform.
Incorrect behaviour during synchronization of Employee Skills with planned Breaks between Oracle Resource Scheduler (ORS) and Siebel CRM.
Whe Skills are to be deleted in Siebel CRM, it appears that all planned Breaks for that Employee/Mobile Worker, the deleted + create operation invoked in the ORS.
This in turn triggering multiple update messages back to Siebel CRM.
It loads the system and generates extra traffic.
Note: the shifts themselves are not deleted, just the breaks.
EXPECTED: Re-generation (deletion+creation) of breaks is apparently not necessary and needs to be avoided.
