Unable To Attach Files to Siebel Application that have been opened by other application

When running the Siebel High Interactive client (ActiveX) and trying to attach a File to an Attachment View, the following error will be seen when the file has already been opened by another, external application like MS-Office or Acrobat Reader or Notepad:
"Unable to upload <filename> SBL-UIJ-00430"
This behavior has first been observed for Fixpack 22.214.171.124 / 126.96.36.199.
The OpenUI client is not affected by this behavior.
