Repeating Jobs are running at the wrong time after the change of Summer and Winter time (Doc ID 1603833.1)

Every time after change from summer to winter time and vice versa, repeating Jobs will start one hour too early or one hour too late.

This happens for Jobs that are non-hourly repeating jobs (eg. repeat daily)
