Enterprise Component Reconfiguration: SBL-ADM-50004: Unable to complete reconfiguration due to insufficient process resources (Doc ID 1604356.1)

Symptoms

If trying for several times to make component reconfigurations the following error is received:

[1]280*SBL-ADM-50004: Unable to complete reconfiguration due to insufficient process resources. The maximum allowable number of processes is 2, but here are currently 2 processes running for component SSEObjMgr_enu and 1 additional new processes are required to complete reconfiguration.1*011*admcomp.cpp4*32601*11*21*213*SSEObjMgr_enu

The steps to reproduce the error are:


1. Go to Administration - Server Configuration: Enterprises: Component Definition
2. Choose a component definition
3. Menu -> Start Reconfiguration
4. Menu -> Commit Reconfiguration

Repeating steps 3 and 4 for several times, renders this error.  Basically I make some other changes between step 3 and 4 but just for testing purposes the error is received without them.
