OpenUI "@" Symbol not appearing with Turkish Q keyboard

The customer was using Siebel Public Sector 8.2.3 in Open UI. The customer was using the Turkish Q keyboard. When they navigated to:
Under Site Map --> Communications List
Selected an email and press reply button. In the reply applet they select the "To" field and entered the @ symbol. The @ character did not appear and instead the Email Message body was given focus.
This was also the same for the German keyboard. With the English/American keyboard it worked correctly.
