Poor Perfomance For Bulk Requests When Importing Actions via CSV (Doc ID 1610640.1)

Symptoms

Customer has poor perfomance when they launch bulk requests via import of csv files.

Checking the logfiles it seemed to hang on following lines:
Execution of 'Consolidate Actions - To Process' WF step of WF 'ABO Bulk Request - Inclusive Process Action Sub-Process Workflow':

CchMgrLog CchMgrAcsInfo 4 0000002451d62db4:0 2013-07-08 16:52:27 Item
[DELTA_ACTION_CODE.DO.ENU] is in cache [LOV].

item [DELTA_ACTION_CODE.0-R9NH.ENU] in cache [LOV]

Customer cannot find an explanation for this time gap. Bulk requests are generated without offering a product path for child items with action codes of Delete or Modify.
