Siebel Is Not Able To Fetch Emails From The Exchange Server

On : 22.214.171.124 SIA  version, Comms Server & Email Response
After setup Siebel Email Response creating a Response Group, enable Communications Management component group, and setup a Internet SMTP/POP3 Server Profile the email are not been pulled from the mail boxes.
Also no Internet SMTP/POP3 Server log file is been generated.
Loading the page "http://<Siebel Server host name running CIR>:55555" the response group does not load. We see an error:
"unable to create directory bin/queued"
Tried deleting the "Queued" directory and restarted component. Folder was recreated successfully.
