Unable to use Special Characters (&) in Constraints to compare a String Value to an Object (e.g. Attribute or Linked Item)

Constraints with special characters in strings are not being calculated correctly.
HL special Char constraint (Root)

| #2 Fuel Oil (Child)
1) Create two linked items on a product as below… Please note the Default Value field.
2) Then create two constraints:
See that the second constraint has been changed to “Linked withe with special char = value with & set Procedural condition variable value to true” by the system and should be “Linked withe with special char = value with & set Procedural condition variable value to true”
This constraint was built using the ‘String’ option to input the value to compare to the value of the linked item.
The pc1 and pc2 are then used in CfgEval() to make the product check box readonly using DynamicReadOnly.
3) Validate the Product and note the constraint is only applied to the product #1 Fuel Oil which uses the constraint without the special character and #2 Fuel Oil can still be selected so the constraint with special character is not evaluating correctly.
