F9 with Siebel Email Client pop up applet but Send and Cancel buttons are not visible with OpenUI mode. (Doc ID 1619037.1)

Symptoms

Siebel user using F9 with Siebel Email Client notice that the first time the user click on F9 the Send Communications Applet does not pop up entirely on the screen. The applet button like Cancel or Send on the right bottom corner stays out of the screen and the users need to move the Send Communications Applet up so they can see and click the bottom of the applet. This only happens when the screen height is low like when screen resolution is 1600x900, higher height resolution like1280x1024 work fine since the entire applet can be seem.

The issue can be reproduced at will with the following steps:
1. Login to Siebel Application using a screen resolution like 1600x900 or 1024x768
2. Click on F9 to call the Send Communications Applet to send an email using HTML format.
3. The Send Communications Applet pop up but the Cancel and Send buttons can not be seem since the applet window is not centralized in the desktop and the buttons does not show up. Users need to move the Send Communications Applet up.
