The Import Of Data Validation Rules Is Not Working In Open UI

Symptoms
The customer is using Siebel version 8.1.1.11 in OpenUI mode and observed that he cannot import a rule set in Data Validation Administration.
He observed also that the mentioned functionality is working well in Siebel High Interactivity (HI) mode.
The reproducible steps are:
1. Navigate to Administration - Data Validation -> Rule Sets.
2. In this view click on Menu -> Import Rule Set.
3. After selecting the file and clicking Import button nothing happens, no error and no insert or update of the rule set occurs.
Due to this behavior in OpenUI mode it is not possible to export/import rule sets for Data Validation.
